Luweero recovery plan launched

The government’s plan for the re-development of the Luweero-Rwenzori region is finally taking off with a five- year project launch in Rubona, Kabarole District this week according to the Office of the Prime Minister.

The affirmative move seeks to help communities where the National Resistance Movement liberation struggle and the Allied Democratic Forces insurgencies caused destruction.

The State Minister for Luweero Triangle, Mr Nyombi Thembo, yesterday announced at a media briefing that the Shs540billion plan will enhance development in all districts that were directly and indirectly affected by the six-year bush war and districts that have suffered insurgency in the western region.
He said war claimants in the Luweero Triangle, Mr who have not been compensated will also be catered for in the plan because close to Shs80billion will go to their payments.

“We have majority families whose livelihoods were cut off due to their family heads’ contributions to the guerrilla war and the subsequent insurgencies,” he said.

Special groups
The project targets 39 districts in Luweero, Rwenzori, Bunyoro, Tooro and Buganda sub-regions and the greater Mbarara District because Ankole was the major recruiting centre of the soldiers who participated in the 1981-1986 war that ushered in the NRM regime.

Other districts like Kasese and Bundibugyo, also included in the plan, suffered ADF attacks and bear the wounds of the five-year rebellion. The minister said most of the districts to be covered are below the average poverty levels.

According to the set targets of the project, close to 2,300 kilometres of district roads, 2,900 kilometres of community roads and 30 kilometres of urban roads will be rehabilitated.
The plan which begins in the next financial year will also target special groups like the youth and women who will benefit from the cheap loans schemes for easy development.

Mr Thembo said the money would be channelled through savings and credit cooperative organisations after the local councils have identified the beneficiaries.
